Naniwa manufacture different ranges of abrasive stones specifically tailored for different materials. This combination stone is from the 'Advance' range which are optimised for tempered high carbon steel (good quality western chisels, straight razors, plane irons etc). For sharpening very hard steel (professional Japanese chisels) or supersteels their more aggressive 'Chosera' range would be better, although of all the Naniwa ranges Advance produces the highest polish.
Supplied with a matched nagura for use with the 8000 side only (you don't need a nagura on the 3000 side). Work up a slurry to single cream consistency then keep adding water as you hone until you are finishing with just clean water (preferably treated with honerite).
This is a pre-polishing and polishing stone, so in woodworking terms it is specifically for refining and polishing from an already existing 1000 grit surface. If you need to remove or shape anything more significant than setting the tiny bevel on a straight razor, use the coarser stone then come back to this stone to polish it.
